OUR BOARD OF DIRECTORS |
Rosemary M. Twilley, Chairman of the Board
Mrs.
Twilley, a retired social worker, graduated with a BA from Wittenburg University in Springfield , Ohio and continues her professional work as the agent to two private trust funds, disbursing monies to those in financial need. She is on the Board and is director of several real estate management and development corporations. Mrs. Twilley is active in church activities and is a past member of the church council. She is a member of Rotarian International, past Secretary and Past Vice President of the Dover Art League. She is involved in community affairs, with a particular interest in the arts.
George H. Jones, Esq., President-Emeritus
Mr. Jones received his BA in Business Administration in 1966 and his JD in 1969 from the College of William & Mary in Virginia. After serving in the U.S. Army he returned to Dover, his hometown. He is a member of the Delaware and Virginia bars. He helped establish ISL and served as President until October 2003. Mr. Jones has served on the Board of Directors since the company was founded.
Carol P. Braverman, Esq.
Ms. Braverman received her Bachelor’s degree from the University of Delaware and her JD from Widener University School of Law. She was admitted to the DE bar in 1979. After serving as the managing director and president of a local law firm, in 1997 she became a solo practitioner who practices family law before the Delaware Family Court. She is a Special Master hearing temporary visitation cases in the Family Court. She is a member of the American Bar, Delaware State Bar and Kent County Bar Associations having served on the Nominating Committee and the Client’s Security Trust Fund Committee for the State Bar Association. She is also an arbitrator who has completed ABA approved arbitration training. Ms. Braverman is very active in charitable activities. At various times, Ms. Braverman has served as the Kent County Co-Chairperson for the American Cancer Society Daffodil Day event and is currently the Team Captain of a Relay for Life Team. She is a member and on the Board of Directors of Soroptimists International of Dover, DE, and a director of the Palmer Home Foundation.
Joshua Miller Twilley, Chief Financial Officer
Mr. Twilley joined the ISL Board in 2004 and is currently the Chief Financial Officer of the Company. He received his BA in Economics from Haverford College and his MBA from Yale University with concentrations in Strategy and Finance. Prior to joining ISL, Mr. Twilley was a strategy consultant for Marakon Associates in New York City, a top-tier management consultancy, where he specialized in providing strategic advice to senior officers of Fortune 500 companies. Prior to that, Mr. Twilley worked for the Federal Reserve Bank in Washington, DC and Philadelphia, performing economic research for fiscal policy.
In the community, Mr. Twilley serves on the board of Bank of Wyoming, a nationally recognized top performing bank in Wyoming, Delaware. He is also active in promoting the arts, serving on the boards of the First State Ballet Theater, the Schwartz Center for the Arts Film Society, as well as volunteering his time for the Delaware State Department of the Arts. Mr. Twilley is also an adjunct professor of finance in the MBA program with Delaware State University.
Jan A. Konesey
Ms. Konesey's career and community service has been varied. She is currently a Senior Vice President at Bank of America in Human Resources. In her current role, she supports Consumer Real Estate and Insurance Services, a division of Global Consumer & Small Business Banking. Prior to this role, Mrs. Konesey held a number of positions in Card Services and Community Investment. She is a certified Greenbelt in the Six Sigma process excellence methodology. In the community, Ms. Konesey has served both as an elected and appointed official in the city of Rehoboth Beach and on numerous non-profit boards. Currently she is a member of the Rehoboth Beach Planning Commission and chairperson of the Schwartz Center for the Performing Arts Film Society.

OUR PRESIDENT |
Kelly A. McKown, President
Mrs. McKown was appointed President of ISL in October, 2003 and became a shareholder in July of 2005. She has worked with incorporating service companies in Delaware since 1997. Prior to that, she worked as a litigation paralegal with various law firms in Denver and Kansas City for over eight years where she specialized in personal injury, medical malpractice and product liability law. She served in the Air National Guard and US Air Force Reserves as an Aeromedical Evacuation Technician on the C-130 aircraft for nine years and served overseas in Operation Desert Storm in 1990.
Mrs. McKown was most recently appointed by the Delaware Supreme court, to a three-year term as a Regular Member of the Board on Professional Responsibility.
The purpose of the Board on Professional Responsibility along with the Preliminary Review Committee and the Office of Disciplinary Counsel is to regulate the professional conduct of the members of the Delaware Bar. It is an honor to have been selected to serve and one that she takes very seriously.
Mrs. McKown is also currently on the board of directors for the Central Delaware Chamber of Commerce, the board of directors of the National Public Records Research Association and was an Area Director for BNI (Business Networking International). She has also been active in local and national affairs within the paralegal profession and served on the board of directors of the National Federation of Paralegal Associations (NFPA) for three years. In July, 1996, she was one of the first paralegals to receive NFPA's PACE Registered Paralegal (RP) designation.
She received an AAS degree in Legal Assistant from Arapahoe Community College in Littleton, Colorado and a BA degree in Journalism, with a Paralegal Studies Minor, from The Metropolitan State College of Denver.
Her favorite activity is downhill snow skiing in the beautiful Rocky Mountains of Colorado, however her current passion is riding motorcycles with her husband and friends and watching her children grow up. She is married with boy-girl twins who were born in 2001.

CUSTOMER SERVICE
Katherine A. Jordan, Vice President, Client Services
I have been a paralegal since 1983; 17 of those years having been spent with a major law firm in Boston. I have been with ISL since 2004. The majority of my experience has been in real estate and corporate law.
I have a BSEd in Secondary Education from Keene State College in Keene, NH, where I was a member of Kappa Delta Pi, the National Education Honor Society, and I received my paralegal certificate from Northeastern University in Boston, MA. I graduated in the Central Delaware Chamber of Commerce Leadership Central Delaware Class (LCD) of 2009 and currently represent that class on the LCD Advisory Board. Through the years, I was very active in the Massachusetts Paralegal Association (MPA) and the National Federation of Paralegal Associations (NFPA), holding numerous officer and board positions as well as serving on various committees. I received the MPA’s Outstanding Paralegal Award in 1996 and received NFPA’s RP designation in 2001. I also served a 3-year term as NFPA’s Representative to the American Bar Association’s Standing Committee on Paralegals’ Approval Commission and continue to participate in site visits to paralegal programs for the Commission. Currently I am a member of the Paralegal Association of Philadelphia.
Recently I completed docent training for the Milton Historical Society and volunteer at its Lydia Black Cannon Museum. I’m married with one son and live in a home my husband and I designed and had built at a Delaware beach.
Kim Sharpe, Training/Special Projects Coordinator
I have been in the incorporating industry since 1998. I find corporate and UCC work very interesting and love meeting the needs and deadlines of our clients. Superior customer service is my motto and should be printed on a t-shirt for me! I have a Bachelor of Liberal Arts degree in English from Auburn University at Montgomery. Outside work, I love playing outdoors with my son and enjoy renovating our home.

Wanda Blankenship, Corporate Division Leader
I have been in the incorporating industry since 1993 and have worked at Incorporating Services since 1995. I started as the primary receptionist and doing document retrieval work. I am now a Division Leader. I pride myself on customer service and the ability to give my clients the individual service they deserve. I also take pride in my personal life. I’ve been married to my husband for over 30 years and we have two beautiful grown daughters and a grandson.
Karen Elliott, Senior Client Services Representative
I graduated in January of 2005 with a Bachelor of Arts in English from Wesley College. I then joined the ISL family in June the same year. I am currently a Senior Client Services Representative in the Corporate Division. I enjoy coming to work every day because no two days are exactly the same. Providing our clients with superior customer service is my number one goal. When I’m not working, I spend as much time as possible with my daughter Lydia. I also enjoy cooking (not baking!), reading and spending time with my family and friends.
Renee Kent, Senior Client Services Representative
In 1998 I relocated to Delaware from New England where I was an insurance underwriter for a major insurance carrier in Connecticut for seven years. I began my career with ISL in 2008, however I’ve been providing customer service in the “corporate marketplace” since 1999, at which time I began working for a corporate services provider in Dover after my relocation. Initially I processed Delaware corporate filings and document retrievals; I then spent a few years specializing in nationwide corporate document filing, retrieval and annual compliances for the entrepreneur market, and several months prior the inception of RA9 I transitioned into the nationwide UCC filing and retrieval market. Since 2005 I have been processing the full gamut, both corporate and UCC, document retrieval and filings nationwide for service companies, law firms, as well as entrepreneurs. Regardless of what my client’s are requesting, providing the highest level of customer service to each and every client is my first priority. Outside of work my husband Matt and I are kept VERY busy with our 5 kids who participate in lacrosse, hockey, cheerleading, field hockey and soccer, so far...when we have free time you can find us at the beach.
Linda Carter, Client Services Assistant
I started with Incorporating Services in February, 2010. I am a life-long resident of Delaware, currently residing in Kent County with my husband and our 3 children. I earned my paralegal certificate from the National Academy of Paralegal Studies and went on to obtain a business administration degree from Wesley College. I am new to this industry, and find it to be both challenging and rewarding.
Anne Davis, Client Services Representative
I have been with Incorporating Services, Ltd. since August 2006. My background is in banking. I worked for one of the nation’s largest financial centers for 36 years. I had a wide range of experiences in positions dealing with returns, settlement and investigations, finally taking on the role of supervisor in my department. Around the time computers were coming into the workplace, I joined the Technical Support Unit, where I answered calls pertaining to computer problems and support in navigating through various applications. I was awarded a position with The Corporate Customer Service Unit. This was a team of eight people, each of us with a unique banking operation background . I supported the entire operation in a customer service capacity. I retired and moved to Delaware in 2004. I joined Incorporating Service, Ltd. in August 2006, as a Customer Service Assistant and am now a Client Services Representative. I am enjoying working in the registered agent industry and utilizing my customer services skills. When I’m not at work, I like making life simple, fun and interesting.
Kelly Casey, Client Services Representative
I started with ISL in January, 2008 as a Customer Service Assistant after switching from a career in real estate. I enjoy the challenges and rewards this type of work offers and am amazed at the similarities there are in the two industries. The skills are very complementary which afforded me the opportunity for a quick promotion. One of the most satisfying parts of my job is providing the best customer service possible. I look forward to coming to work everyday and being a part of the corporate team. In my spare time I enjoy spending time with my two daughers who keep me very busy.
Megan Keyes, Client Services Representative I graduated from Cabrini College in Radnor, PA in May 2007, with a BA in Political Science and a minor in History. I joined Incorporating Services as part of the Nationwide/UCC division in the same month. My past work experience deals with criminal law and I have been pleased to be able to apply some of that experience to this position. I was promoted to Client Services Representative just over a year after I started with ISL and look forward to working in the Corporate Division and expanding my capabilities and knowledge of the industry. In the future I look forward to returning to school to obtain my masters, while continuing to work with ISL to achieve our goals.
Diane Maiolino, Client Services Assistant
I am originally from Buffalo, NY where I attended Bryant and Stratton Business Institute. My background involves several years as a purchasing agent in the manufacturing of medical products and as a buyer for St. Francis Hospital in Wilmington, DE. I currently reside in Dover, DE with my husband. I love to travel and most weekends we are on the road with our RV and three whippets.
Beverly Porter, Client Services Representative
I have been with Incorporating Services, Ltd. since August 2001 and work in our Corporate Division. Here I handle corporate and UCC work in all states. I have been in this field since 1986, working for another service company handling Delaware corporate and UCC work.

Amanda Jackson, Client Services Representative/Marketing Associate I joined the ISL staff in March of 2007 as a Customer Service Representative in the UCC Division. In August of 2008, I decided to change gears and moved to the Marketing team, where I have combined my previously untapped creativity with my industry knowledge. I started out in this industry in 2001 and have experience in nationwide UCC and corporate work. I have two beautiful children. In my spare time, I enjoy reading, various crafts and spending time with my family. I always look forward to warmer weather, as my family and I take pleasure in spending our free time boating and fishing on the Eastern Shore.
John Cereghin, Client Services Representative
I work in the UCC Division. I started doing corporate work in 1999 with a law firm in Dover, DE, and came to Incorporating Services in 2000. Outside work, I pastor a small Baptist church in Smyrna, Delaware. I hold a Doctorate in Theology from Foundations Theological Seminary in Dunn, NC. I am married to a lovely lady from Nova Scotia and we have four children.
Zvjezdana Sijan, Client Services Representative
I started with ISL in September 2004, working part-time. Prior to that, I worked for other service companies in this same industry since 1999. I’m originally from Croatia, in the former Yugoslavia and moved to the US in 1991. I’m married with two children, both of whom are tennis players who keep me very busy. When not working I enjoy spending time with family.

Melissa Murry, Senior Client Services Representative
I joined ISL in February of 2005, bringing with me 10 years of experience in the corporate services industry in Delaware and Florida with other service companies and unprecedented customer service talent. Assisting with the opening of ISL’s first branch office just blocks away from the Secretary of State’s office in Florida, marks the culmination of my career and I look forward to using my experience and service qualities to better serve ISL’s clients. I have been blessed with three children -- two boys and a girl!

Deirdre Chinn Davis, Branch Manager
A connoisseur of corporate law and the service company industry, I have worked with various service companies for over a decade. I received an Associates Degree in Business Administration with a minor in Marketing from Strayer University in Washington, DC, in 2002 and expect to earn my Bachelor’s in Legal Studies in June of 2011. My journey in the industry has even taken me into personal injury law where I worked as a Legal Assistant at a law firm in Hartford, CT before giving birth to my children. Throughout my career in the legal services industry, I have maintained my focus on serving the client no matter what it takes to meet their demands. This means keeping abreast of industry/procedural changes, furthering educational goals, and developing strong relationships with federal, state and local government officials to better assist the clients on any level. In my spare time, I enjoy learning new things, spending time with family and working out at the gym.
Terri Hickman, Senior Client Services Representative
I have client-based experience in corporate and UCC filings and retrievals with ISL and another service company since 2000. I enjoy sharing the variety of knowledge I have been able to acquire in this ever changing industry. My goal with each client is to provide the highest level of customer service possible. I am especially delighted to have the opportunity to deal with a varied client base – from entrepreneurs to service companies to law firms, both domestic and international. When I joined the corporate service industry, I brought with me over six years of customer service experience. My free time is devoted to my children, who enjoy baseball, basketball and Tae Kwon Do. With any remaining free time, I enjoy kickboxing and relaxing with my family.
William Keith Pressey, Client Services Representative
I am a graduate of University of Maryland College Park with a Bachelor of Science Degree in Business Management. I joined the Incorporating Services, Ltd. family in January 2008. In my professional experience, I have dealt with bankruptcy and corporate law. I really enjoy working with new and existing clients making the process of authentications and legalizations in the District of Columbia a great experience for them. I look forward to growing with the company in the future, as well as obtaining my masters degree in Business Administration. In my spare time, I enjoy reading positive/motivational books, spending time with family and friends, playing basketball, and traveling.

Candice B. Swetland, Registered Agent Division Leader
I joined the ISL staff in October 2005. I have 30+ years of experience in the banking industry, focusing on sales and customer service. I truly appreciate the professionalism of each staff member at ISL and their desire and determination to provide the best service possible with each and every contact with our customers. I have a BS degree in Business and I am a 1996 graduate of the Retail Bank Management School of Commerce – University of Virginia. I have been a Governor’s appointee to the Child Placement Review Board for 11 years. My volunteer work also includes Special Olympics and Senior Olympics. In my free time I enjoy decorating, fishing, and most importantly, spending time with my family and three sassy cats.
Phyllis Brown, Registered Agent Associate
I started working for ISL in September 2007 in the Registered Agent Division. I previously worked for one of the largest banks in U.S. for 10 years. There I was a Credit Team Lead/Senior Credit Analyst. Prior to that I worked for the government for 13 years; spending most of that time working with the Air Force. I have a B.A. in Biblical Studies and Theology. I take pride in servicing each and every client, helping them continue the growth of their businesses and their clients’ businesses. When I am not working I enjoy spending time with my family, friends and volunteering to help others.
Edie Downes-Whitebread, Registered Agent Associate
I started working for Incorporating Services, Ltd. in April 2000, in the Corporate Division. In May of 2009 I decided to transfer to the Registered Agent Division. In my spare time, I enjoy bowling, reading and craft shows. I also love spending time with my family, friends and spoiling my three beautiful grandsons Coty, Elijah and Kaden.
Salli Saunders, Receptionist/Registered Agent Associate
I have worked as a receptionist for incorporating companies since 1998. I enjoy this work very much, since I've been an excessive "talk-aholic" since the second grade. I guess you could call me "The Poster Child for People Persons" considering the numerous "social jobs" I hold. Recently my role at ISL expanded to include more Registered Agent Division duties than receptionist. I've worked part-time for the past several years as a waitress at a local seafood restaurant, serving some of Kent County’s best seafood and finest Maryland style crabs! I also sing in a local duo by the name of Salli & Jimi. We cover a wide range of music styles, from country to blues, soft rock and pop. We have been "partners in rhyme" for ten years. I have one rabbit and four cats and having pets as companions makes my hectic life a bit easier....extra food...extra water...see ya Sunday!! I am the youngest of five retired Air Force brats and, according to my siblings, my first words were, "MOM" and "I'M TELLIN." My family has lived in the Dover area for many years and although I did break out of the nest, flying south to Georgia and Florida from 1987-1996 to see what living outside of refrigerator reach of my parent’s house was like, I returned to find that my house key still worked! Gotta love that! In August of 2009, I was married in Dawsonville, Georgia.
Tunisha Scott, Registered Agent Associate
I joined the ISL family in October of 2007 as part of the Corporate Division and am now a member of the Registered Agent Division. I am currently pursuing a Bachelors Degree in Behavioral Science through Wilmington University. I was previously in the banking industry for 13 years. I’m originally from Baltimore, Md. but I’ve been able to travel extensively. My volunteer work includes Meals on Wheels, Salvation Army, Delaware State Troopers Basketball league, and Big Brothers and Big Sisters. I enjoy spending time with my family and shopping for bargains. I look forward to expanding my knowledge in this field and growing with the company.
Morgan Watts, Registered Agent Intern
I joined ISL in March of 2008 working part-time in the Registered Agent Division. Early on I was able to tell that there are many aspects to this business and I seem to learn something new everyday. Considering I was able to start working at ISL when I was only a senior in High School, I feel blessed to have been given the opportunity to work and learn many valuable lifelong lessons and business/personal skills that will assist me in my future career, whatever that may be. Currently I am enrolled at the University of Delaware, taking classes on the Delaware Technical and Community College Dover campus. When I’m not working or going to school, I enjoy spending time with my friends and family.

Gennine Cooper, Marketing Assistant
I have been working in the corporate field since 1997. I joined Incorporating Services in February of 2002 as an Administrative Assistant. In May of 2005, I moved to the Marketing Division as a Marketing Assistant. I enjoy being part of the ISL team. When I am not working, I enjoy spending time with family.

Hosik Choi, Vice President, Information Technology
Earlier in my career, I worked as a developer for a data content management company and financial advisory company, respectively. Before I joined ISL, I was working for an e-commerce company as the IT manager/e-Marketing specialist where I was responsible for project management and internet marketing. I look forward to lending my expertise in IT and e-commerce to assist ISL in providing superior technology-driven products and services to its clients. I received my BA in Computer Science and MS in Technology Management from the University of Bridgeport. I graduated summa cum laude. I love art and music, especially opera and church music. In my leisure time, I enjoy outdoor sports or visiting NYC to see various performances.

Joshua Miller Twilley, Chief Financial Officer
I’m in a unique position to be both a Director of ISL, as well as an employee. My professional bio is listed in the Board section above. I joined ISL as Director in March 2004, and later joined ISL as the Chief Financial Officer in October 2004. In addition to running the Finance Department at ISL, I chair the Community Service group within the Company.
Outside of the office, I live in Wilmington, DE, and am happily married. My first son, Noah, was born in January of 2008, so I am busy adapting to being a parent. I enjoy playing competitive ultimate Frisbee, and founded the Delaware Ultimate Frisbee League. I volunteer much of my time to the arts, from film production to professional ballet.
Amy Balke, Senior Accounts Analyst
I have enjoyed working for Incorporating Services, Ltd. since March of 1998. I am a native Delawarean. I stared while I was in high school and moved from the Administrative Division working as an Administrative Assistant to the Finance Division where I am currently the Accounts Receivable Analyst. What I like most about my job is the variety of things I get to do each day. In my free time I attend college seeking a degree in Accounting and I have tons of fun with my son.
Eileen MacPhail, Accounts Analyst I started working part time for Incorporating Services in January 2005, and took a full time position as Benefits Analyst in March 2006. In July 2009, I became an Accounts Analyst, doing Accounts Receivable, as well as benefits. Originally from Massachusetts, I moved to Delaware in early 1999. I have worked in the finance field since January 2000, when I re-entered the work force after having been a stay-at-home mom for a few years. I have a son, Brian, who is currently serving in the U.S. Army as a crew chief on a Blackhawk helicopter. I am very involved with my church, serving as Secretary of the Admin Board, as well as being a Trustee. I enjoy working for ISL and look forward to doing so for many years.

Joshua Marion Twilley, Esq. (1928-2005)
Mr. Twilley received his BA and his JD degrees from Harvard University and practiced law in Dover, Delaware, for over 50 years. He also served in numerous community and government activities and elective offices. Mr. Twilley was very active politically, held a strong belief in public service, and was dedicated in his commitment towards community service. He served as the Delaware Public Utility Commissioner for more than 30 years, becoming the nation’s longest serving utility commissioner. He was the founder of Incorporating Services, Ltd. and served as chairman of the board since its beginning until his death in 2005.
